Criminal Investigations Management
We have conducted performance audits of criminal investigation units to identify opportunities for improvement in management procedures, case management and case clearance rates.
We developed an investigative case management system utilizing solvability factors and probability theory for the successful conclusion of criminal investigations, as well as the model for a computerized investigations case management system that has been adopted by several police agencies.
Evidence Management and Investigative Audits
Mr. Doran has been retained as a consultant and conducted over forty (40) comprehensive audits, physical inventories and procedural audits of law enforcement agency evidence and property systems.
Consulting engagements have also included “aging” of evidence and property in custody, procedural audits of evidence and property SOPs for currency, legal compliance and proof of practice. Identification of standards for the physical design of a new property / evidence rooms including review and assessment of new evidence storage and forensic examination areas for adequate air quality and efficiency. Also, feasibility of civilian staffing of the property / evidence function.
Records Management
We have conducted analyses of entire police records system and record functions, activities, tasks, procedures, policies, records procedures manuals, records files, equipment and computer technology that are in need of further improvement. This includes the initial processing of records, records processing backlogs, records files, document imaging, records archiving and storage, and records disposal.
Also, assessment of the extent to which Departments are in compliance with State and federal statutes, regulations and case law pertaining to management, retention, disclosure and disposal of public records. Also, the review of data entry procedures to capture and store police operations and investigative case management information in the computerized Records Management System and the availability of information for operations and management decision-making.
